[Users] immediate execution and actions

I have unchecked the option to "execute immediately when moving or
deleting messages" (options -> display -> summaries; might be
immediate_execution=0 in clawsrc)

However I notice that when I created an action to move a message
(thanks to the very helpful recent thread "archive function"!), it
still executes immediately.  Is there a way to create an action that
doesn't execute immediately?
