AFAICS this only works for subfolders, but toplevel mailboxes cannot be
rearranged that way. Tried (hard) with a 3-mailbox configured Claws Mail (MH,
News and My Feeds) and was unable to move their positions in the folder list
(using git version).

The focus rectangle on rows is also broken (see attached picture) so don't
really understand the bug title change, unless a separate bug report for the
focus issue is preferred. Is it?
