[Users] Fancy plugin not available

C-M 3.13.1 compiled without errors (using --disable -libetpan).  However, HTML
formatted messages are not displayed properly.  

If I attempt to load the "fancy" plugin an error message says failed to load.
Looking in /usr/local/lib64/claws-mail/plugins, there is no fancy.so.  When I
go to the CM website and attempt to download the "fancy" plugin there is no
link displayed.  In fact, no links are displayed for any of the plugins.

I also attempted to restore "fancy.so" from previous version but it will not
load in 3.13.1.

How may I view HTML messages?  System information in signature block
