No. Even if one is in To and the other is in Cc Claws will still find
one first. How do you think it could work better? Not what would be
better, but how could that actually happen?

If that's a problem for you, then you have options. For example,
don't share the same Inbox folder. You could create sub-dirs of
Inbox, and then set default accounts in the folder Properties.
