No idea about which assumption is vCalendar currently doing, but from a pure
logical perspective having remote calendars in GMT/UTC and let the client
adjust the calendar for display in its *known* TZ is the simplest and most
efficient way: one request, locally adjust, display.

If the server has the calendars in server's TZ, on every request it has to
ask for client's TZ and adjust the calendar from server's TZ to target TZ,
and I don't think this is supposed to happen on a simple webcal request.
