Well then, one thing you could try is, open a terminal, wait for the
banner to pop up, then while the banner is up (if you can) type this
command in the terminal:

claws-mail

and hit Enter.

Then it may print an error message in the terminal.  Let us know what
happens, and copy-and-paste the messages from the terminal to this list.

I wonder if it might just be that when the banner is up, clicking
anywhere does nothing but dismiss the banner.  Then once you've clicked
to dismiss the banner, you can then click the launcher to open Claws.
I can only guess, as I don't have Ubuntu to test it.
