Somehow related: it also happens if you're working off-line and try to get mail
from a local account only. Claws Mail asks for going on-line, though is really
not necessary.

The check for network should probably be buried more deeper where the protocol
is already known to need network or not, not at the higher level
(inc.c:inc_acount()).
