If you'd read the documentation, you'd have seen this in the section regarding
hidden preferences:

folderview_vscrollbar_policy

Specify the policy of vertical scrollbar of Folder List. '0' is always shown,
'1' is automatic, '2' is always hidden. 

To alter it, shut down CM, open ~/.claws-mail/clawsrc and edit.  Save file,
restart CM.
