You are mistaken here, Claws Mail 3.11.x will never try to connect
using SSLv3. (Unless you tell it to, using the gnutls_priority
setting.)

I believe that your problem here is libetpan, and it is libetpan that
is attempting the SSLv3.

Your solution is to upgrade libetpan to version 1.6.
