[Users] bcc from URL

Hi

When I click on a mailto: URL, Claws isn't populating the bcc field. The
URL is:

mailto:user1 at example.com?bcc=user2 at example.com

Is the URL format correct? If so, any thoughts as to why Claws appears to
be ignoring the bcc (it creates a compose window with the correct 'to'
address, but there is no 'bcc' field).

This is Claws 3.9.2 from source, but I'm pretty certain I see the same on
my home PC, which is running 3.9.3 from source.
