[Users] Patch to add NOCONFIGURE support to autogen.sh

The attached patch will add NOCONFIGURE support to autogen.sh.

If not familiar with it, building with NOCONFIGURE=1 means that
autogen.sh will not run configure.
It will exit and the user must run configure.

This can be useful in various instances.
I find it to be so when building rpms as the distro uses a macro
%configure|%configure2_5x which adds specific flags and variables when
configure is run.
