Open it in your favorite text editor and then use its search function.
A typical line looks like this:

; (gtk_accel_path "<Actions>/Menu/Message/Forward" "<Control><Alt>f")

This is a default value, you would have to remove the leading ";" and
also change the final quoted portion to something new. 

Now if I wanted to make a new short cut for something that used "f"
somehow, I would search on 'f")' and see what comes up. You should only
get a few hits. For instance, I get three using my example.

I agree, there isn't much of an order to that file :)
