I don't see the the need to treat "To" so literally in terms of
header names. I'd have have "To" include things like 


        To
        Cc
        Resent-To
        Resent-Cc
        Apparently-To
        Delivered-To
        Envelope-Recipients
        Apparently-Resent-To
        X-Envelope-To
        Envelope-To
        X-Delivered-To
        X-Original-To
        X-Rcpt-To
        X-Real-To
        
From/to/subject/tag is a too broad a search to be so restrictive on
recipient headers.
