Did you enter the command in
Configuration/Preferences/Plugins/Notification/Command

Check the box "Enable command"
Enter the command /usr/bin/play /home/joe/Music/tub.wav
Then click apply.

I have no problem with sound playing on this system using
"play /old/Music/RingTone/PurpleHaze.mp3" with duration set at 20 sec.

If you still can not get it to work try launching claws from a terminal
and see what type of error it gives.
