What makes me think it's broken? Or rather, what makes me think that it could
be broken?

1. You didn't say that you had verified that it worked elsewhere
2. Many users had problems setting up and configuring gpg-agent correctly
3. For those not in 2. above it works fine

So it could be that you've not set up gpg-agent correctly, or maybe you've not
installed pinetry-gtk2 or pinentry-qt.
