Order is important in CM's filters.  Move has to be last as subsequent
operations in a rule will fail.  Also, filters are executed in the order
they appear in the filter prefs list.  So, it's not possible to have the
first rule act upon messages that are treated by subsequent rules.  So
rules

rule 1
rule 2
rule 3

will run in that order, but if rule 1 depends on operations performed by
rule 3, then rule 1 may never execute successfully.  You may have to
reorder your rules.

No, only in account prefs.
