It's not, apparently, it's mostly because the Debian mail has stray
UTF-8 in a text part with no charset declaration, so Claws-Mail treats
it as being in your locale's (historic) charset, probably ISO-8859-1 in
your case.

You can ask Claws to treat parts with no charset declared as your
locale's "modern" charset (that is, UTF-8) with the hidden pref:

utf8_instead_of_locale_for_broken_mail=1
