I don't use windows, but it seems that you should already have the
Notification plugin installed. http://www.claws-mail.org/win32/

Go to /Configuration/Plugins and click the 'Load...' button on the
dialogue, select the plugin you want, click the Open/OK/Apply (or
some other variation of the text) button.
