[Users] ReDesign of the filtering dialogs

I have some ideas about redesign the filtering dialogs. This is because
they are quite complex and unergonomic. This causes errors, to much
clicks to create/modify a filter. And it is hard to become and overview
over all filters.

I am new with Claws and in this community. So I am just introducing
myself.
I was a software developer and engineere in the past. But I am not
quite talented. :D So I quite this job. But I just tell you this to
show that I have a quite deep view in the materia and know how things
work and how much work it could be to implement something.

My offer is to develop concrete ideas and designs about the filtering
dialogs.
