[Users] Unknown popup text box...

Hi,

I was reviewing some filter Actions when I accidentally hit a key. This
causes a text box to appear into which I can continue to type...

You have to click inside the "Current action list" before the text box
will appear (over the Cancel button) when you start typing.

Any idea what this text box is used for?  Tried capturing a screen shot
(delayed); but the text box disappears when the screen shot triggers.
