Override header pane visibility setting

Attached patch adds a checkbox to fancy preferences which, if enabled,
overrides the Claws Mail setting (whether or not to display header pane) if a
message is rendered with Fancy, and displays it anyway.

It would probably be a good idea to also add a tooltip for the checkbox
explaining a bit more what the option does. The checkbox text now reads simply
"Override header pane visibility setting". I can add that if Salvatore approves
of this patch. :)
