[Users] Action in Windows doesn't react

Something very basic seems to be wrong:
even the simple action 'C:\Windows\notepad.exe %f' does nothing,
not with 'claws-mail.exe --debug' in a command window,
and not in the log files claws.log and claws-win32.log below AppData.
A similar action with gedit in linux works fine.
Is it possible that I disabled something, or that i did not enable something ?
