[Users] Funky filter functionality

I recently migrated my Claws-Mail data from my old computer to its
replacement. Now filters are funky. Many of the existing filters
don't work. If I add a new filter with the same functionality it
won't work either. But if I move that new filter from the bottom
of the stack to the top of the stack then it works.
