Listen .... :) When you can produce the same 'error' by terminal command, with the only commandline argument available according to  the manpage ('-new-tab') then it is really is NOT a claws thing. 
Try to countercheck this on your platform, please.

Also, as Brian hinted, raising a window is a result of the application communicating with the window manager. I run an exotic one so maybe there's some incompatibility. However, switching to the new tab immediately basically seem to work for both of us - from inside firefox.

I can very well imagine that firefox devel  just did not foresee the same behavior with -new-tab called from an external application (like commandline), i.e., this call does not respect the preference setting. Maybe purpose.

What would be missing, in that case, is a firefox commandline option 'raise hidden window and switch to new tab immediately'. It really does not need to be a GUI preference option, just commandline, that would be fine. But maybe there is a hidden switch in the chrome registry. These things use to exist. Anyway, i suggest asking in a firefox forum.

To investigate the other possibility, a 'desktop setting' (i.e. a window manager setting), you may try the right-click context menu of the upper window border, or the respective button in some corner (if you have that at all, anyway), or dig into the window managers 'system settings' configuration module.

And .... let us know your result :) i think it is interesting for claws list, since email and opening webpages are of course closely connected, and problem for you can become a problem for others soon.

btw i guess you meant claws when you wrote 'sylpheed' ...? These are clearly different apps since some years, so it's not trivial.
