I have the box checked next to "Use system defaults when possible"
and it opens a link in a new tab if Firefox is minimized. It doesn't
unminimize it, though, but I wouldn't want it to. (:

It sounds to me like it's a Firefox setting or settings. Have you
tried adjusting the settings in Edit --> Preferences --> Tabs inside
of Firefox?
