i'm using claws mail 3.8.1 for windows

upon sending mail with attachment, it usually fails with attachment more than
100kb (xlsx). the message says "could not queue message for sending". 
i've searched docs and settings to allow larger attachment to no avail. no such
settings found. 
when i send email with small attachment (9kb xlsx), it succeeds.
