Works just fine over here, with KDE 4.7. What desktop environment are you
using? It's probably at fault.
Also, KDE has a "focus stealing prevention" setting, which if set too high will
do things like this sometimes.

Somewhat related note to devs: perhaps this folder selection dialog could be
made modal?
