[Users] Issues with 3.8.1 cvs1 build

With cvs1 config.h is now no longer being installed.

In all previous release since Feb 2005
/*/include/claws-mail/config.h and 
/*/include/multiarch-x86_64-linux/claws-mail/config.h
(multiarch-utils is used)
were installed.

When building the extra plugins 
address_keeper, att_remover, attachwarner, bsfilter,
fetchinfo, gdata, geolocation, mailmbox, newmail, python
all fail with error
"configure.ac:28: error: required file 'pluginconfig.h.in' not found"
