[Users] Assigning actions to keys in 3.8.0

Greetings,
I went to assign a two key combination to "mark all read"
Using the pulldowns off the menu bar, hover mouse pointer over the required
action and hold down two keys,,,,narda.
I can't even change any of them. "U" is assigned to mark unread, which will
cause problems.
Has something changed from 2.7.10 to 3.8.0 ?
