Claws have no influence what so ever to was is being sent or not. It is
entirely your MTA which desides what to send or not. Claws sends a text
stream asking the MTA to act according to claws' _wishes_ but the MTA
can overrule any wishes from claws according to its own configuration.
If you are unsatisfied with the result of your request to the MTA then
you will have to change the configuration of your MTA.
