[Users] missing feature

if I select a message in the message list and click the right mouse
button, I have the choice of "forward, forward as attachment or
redirect", but I'm missing a lot the function "edit as new". This
should open a new mail dialogue, which is pre filled, with the content
of the selected message. The subject the body and the attachment should
be pre filled.
Or is there a way to create an action for this purpose?
