[Users] address completion, where is it?

Hi,

I'd like to mess around with the algorithm that selects the matching
email addresses when I hit TAB while typing a recipient.

It's taking me quite long to figure out where the local address
completion is done. All I see is a CallbackFunc being called on all
entries there are, and AFAICT the callback also just feeds all
addresses through. I can go on searching, but if someone here could
point me at the filter algorithm, I'd be delighted :)
