[Users] Non-blocking SSL

When setting up an account, on the SSL tab, there is a checkbox to use
non-blocking SSL, which is checked by default.  If on this tab, the
user chooses to use STARTTLS instead, is it necessary to continue to
have that non-blocking SSL box checked?
