Not sure if I understand correctly...
You want to place the cursor before the quote when replying a message?
That's very simple:

Configuration -> Preferences -> Compose -> Templates -> Reply

Then place %X where you would like to have the cursor.
It's also possible to configure this per account.

However this is not what you should do. ;)
