No. Typically, you set up filters using a dialog box, choosing from a
selection of provided conditions and actions. If you want, you can
program filters in Perl, using the Perl plugin, but you don't have to.
Python scripts have nothing to do with filtering (well, except that you
can call external Python scripts just as you can call other kinds of
executables from filter rules).

Assuming you're talking about the Python plugin - it allows you to hook
into certain parts of Claws Mail and extend/automate stuff. The plugin
comes with a few examples.
