[Translators] schedule for next release

Hello,

For this release, and ongoing, we will only be releasing the gtk3 version of
Claws Mail. The gtk2 version is now retired.

The string freeze will commence on Monday 17th February and the release will
happen a week later on Monday 24th February.

Please update your git trees on the week commencing 17th February and get
your updates to me by the 8:00 UTC on Monday 24th February. Remember, send
the updates to translations at thewildbeast.co.uk.

I will make the claws-mail.pot file available on 17th February for those not
able to use git.

Please let me know if you intend to submit an update.
