I am wondering if this really a wise thing to do - I understand it as
if these lines are used to fill out new strings with a translation
(while also marking it as "fuzzy")... So if a string and its
translation is removed from one version of the source it gets "commented
out" with #~, and if the same string or a similar string then is
re-added to the source it is just as simple as "unfuzzying" it and you
are done. (Or at least you get a somewhat well-educated guess on a
translation).
However - I am far from an expert on po, so I don't know the details,
maybe someone could fill in some missing information?
