I recently made a fresh install of my OS on a new Laptop and i could reproduce
the problem on that machine, too. (I copied the ~/.claws-mail config folder,
though).

Maybe you are not receiving enough signed mails to reproduce the problem? I
tend to get a lot of them...

I opened a bug report in gpgme and they think they found and fixed the error,
but the fix is not released yet: https://dev.gnupg.org/T4456
