[Users] Windows Claws doesn't import local mail

My Linux machines dump their cron-generated emails into a single common
mbox file.  I then use a "Local Account" in Claws to read the
messages.  This works great on my Linux machine, but completely fails
with Claws on a Windows machine.

I've created a bug for the issue
(https://www.thewildbeast.co.uk/claws-mail/bugzilla/show_bug.cgi?id=4225)
and was hoping someone could attempt to duplicate it.
