RSSyl: fix deleted item checking when modified or published time is missing

    Fixes bug #3971.

--- Comment #5 from Andrej Kacian <andrej at kacian.sk> ---
Actually, there was a bug in RSSyl that caused the deleted items even with IDs
to appear, after a second refresh. Fixed now in git.

Deleted items reappearing in the hyperbola.info feed can't be fixed on our
side, though - they give their feed items empty ID string, so there's nothing
we can do to reliably identify individual items to determine that they have
been deleted before. Not without breaking other feeds, which use ID strings
correctly.
