My first advice would be to disable building of the Perl plugin unless
you explicitly want to use it. :) Rest of Claws Mail does not need Perl
at all, so you won't get such errors.

Most "64bit GNU/Linux systems" do not have any issues with building
also Perl plugin, though. This is either some peculiarity of your
chosen distribution, or just some missing Perl-related "devel" package.
