It's an Account-based filtering rule, and you have chosen to apply
them regardless of the account they belong to when manually filtering.

Presumably you have also chosen to hide the dialogue which asks you
this when manually filtering. To reinstate it, go
to /Configuration/Preferences/Other/Miscellaneous check 'Ask about
account specific rules when filtering manually'.
