[Users] Fedora 25 upgrade renders Claws Mail unusable

Well, account protocol numbers and this interval are the only two
things touched by this so far.

In the future, when Claws Mail detects that it is being started with
too new configuration (based on config_version line in clawsrc), it
will warn the user. However, older versions of Claws Mail can't do
that, since this was only added from 3.14.0 onwards. Unless someone can
sell me a working time machine for a good price, of course. :)
