[Users] Encrypt by default, to one or select users

Hey everyone

I'm trying to figure out a way to send encrypted emails, by default, to
a specific email address.

I've got GPG working nicely, but it would be convenient to not have to
pick "options -> encrypt" in new emails to certain people in my address
book. It'd help with privacy, too, I've just done that send, whoops
thing. It's been close in the past, but today got it wrong.
