[Users] Controlling received attachments

That's actually message size limit.

The 2 attached imgs show how it works.

1. claws-partial-before.jpg
   This message is above the limit. We see 'This message has been
   partially retrieved' and 2 buttons: 'mark for download' and 'mark
   for deletion.

2. claws-partial-during.jpg
   I have clicked 'mark for download'. I can still change my mind by
   clicking the buttons.

I retrieve my messages again.

3. claws-partial-after.jpg
   The whole message is now downloaded.

This is somewhat of a hidden feature.
