The toolbar contains buttons to execute actions.
The folder list view shows the mail folders you can work on.

Let it rest.

If anyone really is confused by that, it boils down to a matter of
education. Documentation can explain the main window and the toolbar
*and the possibility to rename a button, too.

Sometimes the names of mail folders will be the same than toolbar
buttons. For example, and not limited to, "Spam" and "Trash". I've even
had a folder "Next" for some time. And there are more overlaps, if you
add custom buttons with custom names.
