It has broken encoding. I didn't have an exhaustive look, but it
seems that windows is treating UTF-8 as Windows-1252 encoding.

Looking at the source ΓΈ should show =C3=B8, but instead shows
=C3=83=C2=B8

You are not missing anything on your system.
