I worked with Edward privately, and after rebuilding the installer with
official NSIS package from Debian (2.46-10.1), he can install it normally.

The NSIS packages from Intevation which fix the side-loading security issue[1]
(obtained from repository mentioned in message #15 in the linked Debian
bugreport) are seemingly causing this issue.

I am considering releasing 3.13.1-3 soon, even though the issue seems to have
somewhat limited impact (one user out of few dozen so far).
