Hi,

it seems that the new C++ runtime (file libstdc++-6.dll) is causing the
crash. For now, you can just take this file from 3.13.0-2 release,
upgrade to 3.13.1-1 and replace the file. I will make a new release
with the working C++ runtime later today.

Sorry about that, I should have tested this release more. C++ runtime
was the last thing I updated before rolling the release.
