[Users] Order of filters?

Made a little bit different solution, based on your idea:

- Kept the plugin. Told plugin to add bogosity header.
- Added filter on X_Bogosity: Unsure to move to unsure. The spam was already in trash, moved by the plugin.
- Get rid of the bogofilter rules. 

Pretty obvious now, after doing it.
